Our President’s structural engineering, design, inspection, and construction experience dates back to 2002. Mr. Harris is a Professional Engineer licensed in the states of Texas, Louisiana, Florida, North Carolina, and Virginia and is an Appointed Qualified Windstorm Inspector (AQI) through the Texas Department of Insurance (TDI) (Jan. 2019).
We were formed in 2014 and have offices in Texas, Florida, and North Carolina.
We have performed home elevation project involving lifts between 1 and 17 feet. These projects have involved different foundation types and were located across multiple states.
Comal has extensive experience as a contractor and engineering inspector in home elevation and mitigation reconstruction programs. This includes programs in both Texas and Florida. We have the technical knowledge, practical experience, and available resources to handle your home elevation project. With our experience ranging from engineering and inspection to turn-key construction, Comal’s knowledge of practical application has helped us develop into a reliable partner for state and local government officials, grant administrators, and homeowners.
Process
Gather and review all the necessary documents, measurements, photos, and information.
Perform calculations and analyses and create construction drawings.

Comal’s introduction to home elevation and mitigation reconstruction projects began in 2017 with project management work for an elevation and reconstruction contractor in the greater Houston, TX area. As we implemented the elevation construction work, we learned the methodology and became more familiar with the intricacies of the elevation process. Knowing how the projects are constructed enabled us to better design and engineer them. Over the last years, we have built a reputation for knowing how to properly design and value engineer elevation and reconstruction projects.
In February 2022, Comal was selected by Jersey Village to participate as a home elevation contractor in their FMA Home Elevation Program. In June 2022, Comal was selected by Orange County, TX to participate as a home elevation contractor in their FMA Elevation Program. In January 2024, Comal was again selected by Jersey Village to participate as a home elevation contractor in their next two FMA Home Elevation Programs. Comal was selected by Conroe for their FMA Home Elevation Program in July 2024. Comal was selected by Brazoria County as a home elevation contractor in their HMGP Home Elevation Program in December 2025”
Comal has successfully elevated homes in FMA programs as the prime contractor making us unique among engineering companies. We know how to properly design and engineer these projects, and we have experience constructing them, as well. Participating as a prime contractor has facilitated us becoming familiar with the Hazard Mitigation Assistance Program and Policy Guide (HMA Guidance). Our construction projects include both privately funded projects and projects in Home Elevation Grant Programs.
Our elevation experience began in 2017, and we designed numerous projects for home elevation contractors. In March 2020, Comal was selected by Brazoria County to assist with their HMGP Elevation Program. We were hired to be an independent inspector, conducting initial structural assessments, inspections, and reports documenting elevation feasibility for individual homes, overseeing the home elevation construction, making sure the work meets contractual obligations and acceptable standards of quality.
Our construction inspections include a review of the submitted engineering design drawings and inspections of the construction for compliance with windstorm design criteria. Comal was selected by Jefferson County in a similar role as part of their FMA Elevation Program (October 2022). Comal was selected by the Florida Division of Emergency Management (FDEM) to participate as and Engineering Inspector in “Elevate Florida” (April 2025). Our participation in these programs has involved both elevation and mitigation reconstruction projects.
